Welcome to the newest member of the rogues gallery of techniques of political assassination. It occurs to me that the EMP (electro-magnetic-pulse) associated the the detonation of nuclear weapons and electronic warfare devices would have the associated function of permanently disabling all pacemakers (and their dependent hosts) within range of the pulse.
