Are the deaths by flooding caused by natural flood or is it like Mexico where much could be prevented, if the government would implement better preventative measures and drainage among highways etc?

I really don’t think anyone could have prevented something like whats happening in the state this time around.
It is all a result of years’ unplanned development and global warming and the mauling down of forested areas to make way for concrete jungles that is causing the excessive rains and the slides!!
I’ve lived in the state for nearly 15 years and I’ve never seen things go so badly out of shape so quickly and in so many areas at the same time!!!
And with the winters just around the corner, weather patterns like these do not look good at all!!
